The Kerala Health Department is implementing a district-level system to monitor drug stocks

The Health Ministry has given shape to a district-level monitoring mechanism to ensure uninterrupted availability of essential medicines in government hospitals.

Health Minister K. Muraleedharan has directed the Principal Secretary (Health) to form a District Level Drug Availability Monitoring Team in each district to verify complaints of drug shortages, assess the actual situation and take corrective action before shortages occur.

The Additional District Medical Officer (Health) (DMO) or Deputy DMO (Health) will serve as the convener of each team. The members will be Hospital Superintendents, Assistant Drug Controller or Drug Inspector, Pharmacy Superintendent or Pharmacy Officer-in-Charge and Warehouse Manager of Kerala Medical Services Corporation Limited (KMSCL).

In a statement, Mr. Muraleedharan said the new mechanism will proactively monitor stock levels and identify potential shortages before they become critical. The teams will assess actual hospital stocks, patient numbers, drug consumption rates, expected requirements for the coming days and weeks, and possible supply delays.

District-level teams were instructed to conduct direct inspections in hospital pharmacies and stores rather than relying solely on records. Even if the records indicate that there is enough medicine available, the teams will check whether the pharmacy stocks are sufficient, whether there are any supply delays and how long the available stocks are expected to last.

The teams will also explore the possibility of redistributing drugs between hospitals when one facility has excess supplies of certain drugs while another faces shortages. This would allow more efficient use of available drugs in emergency situations instead of just waiting for fresh supplies.

District level teams will prepare weekly reports based on direct inspections. Reports from hospitals to district general hospitals will be submitted to the Director of Health Services, reports relating to medical colleges will be forwarded to the Director of Medical Education.

The weekly reports will contain details of drugs available in each hospital, drugs in short supply, requirements based on patient numbers, drugs likely to be required in the coming period, reasons for shortage, information on drugs expected through KMSCL and remedial action already taken.
