The Kerala government is transferring 35 officers in a major IAS reshuffle

The Kerala government has transferred 35 IAS officers in another major bureaucratic reshuffle.

KR Jyothilal, who served as Additional Principal Secretary of Finance, Taxation and Public Procurement Advisory and as Executive Director of Rebuild Kerala Initiative in Planning and Economic Affairs, has been appointed as Additional Principal Secretary of Home and Vigilance Department. He will also have full additional charge of Water Resources Department, Housing Department and Coir (Industries) Department.

Puneet Kumar, who served as Resident Commissioner, Kerala House, New Delhi and Additional Principal Secretary, Water Resources Department (Inter-State Water Affairs), has been appointed as Additional Principal Secretary, Ministry of Power. He will also hold the full additional role of Officer in Special Functions in the Program Coordination and Management Division in the Office of the Chief Secretary. He will continue as Resident Commissioner of Kerala House in New Delhi.

Tinku Biswal has been relieved of additional charges as an officer on special duties in the Program Coordination and Management Division in the Office of the Chief Secretary.

Minhaj Alam, Additional Principal Secretary, Home and Vigilance Department and Agriculture Department, has been appointed as Additional Principal Secretary, Finance Department. The officer will also have full additional responsibility of Taxation and Public Procurement Advisory Department and as Executive Director of Rebuild Kerala Initiative and Chairman of Kerala Financial Corporation.

Health, family well-being

Mohammed Hanish APM, Additional Principal Secretary, Department of Industries, Revenue (Waqf) and External Cooperation, has been appointed Additional Principal Secretary, Department of Health and Family Welfare. The officer will also have full additional charge of Ayush, General Education, Revenue (Waqf) and Minority Welfare Departments.

Sharmila Mary Joseph, Principal Secretary, Department of Health and Family Welfare and Ayush, has been appointed as Principal Secretary, Department of Transport. The officer will have full additional charge of Women and Child Development Department.

M. Beena, on his return from the Central Delegation, was appointed Principal Secretary of the Industries Department. The officer will also have full additional responsibility for matters related to external cooperation.

Prasanth N., Special Secretary for Sports and Youth Affairs, Zoo and Museums and Revenue Department, has been appointed as Chairman and Managing Director of Kerala State Electricity Board Limited. The officer will continue to serve as the Special Secretary of the Department of Sports and Youth Affairs.

Local government

MG Rajamanickam, Chairman and Managing Director, Kerala State Electricity Board Limited and Secretary, Department of Energy and Environment, has been appointed as Secretary, Department of Local Government. The officer will continue to have the additional charge of the Revenue Department (Devaswom) and the Commissioners of Guruvayur and Koodalmanikyam Devaswoms.

Anupama TV, Secretary, Department of Local Government and Transport (Aviation, Metro and Railways) and Chairman and Managing Director, Kerala Transport Development Finance Corporation, has been appointed as Secretary, Finance (Expenditure) Department. The officer will also have additional credentials of the Department of Environment.

Gokul GR was relieved of the charge of the Finance (Expenditure) Department and Geromic George of the charge of the Finance (Expenditure) Department.

Veena N. Madhavan, Secretary, Department of Scheduled Caste and Scheduled Tribe Development, Department of Backward Class Development and Cooperation, has been appointed as Secretary, Department of Agriculture. The officer will have full additional powers of Commissioner of Agricultural Production.

Gokul GR, Special Secretary, Department of Planning and Economic Affairs, will have full additional pay as Member Secretary, Kerala Development and Innovation Strategic Council (K-DISC) in addition to his existing additional charges.

PB Nooh, Commissioner, Goods and Services Tax Department, Kerala State, has been appointed as Special Secretary, Department of Labour. Sheeba George has been relieved of her duties at the Ministry of Labour.

Balamurali D., Special Secretary, Department of Food and Civil Supplies and Consumer Affairs, has been exempted from additional charges for the Department of Transport.

Suhas S., Special Secretary, Department of Water Resources and Housing and Managing Director, Cochin International Airport Limited (CIAL), has been appointed as Special Secretary, Department of Electronics and Information Technology. The officer will have full additional charge of Special Secretary, Industries Department. The officer will continue to be commissioned by the Executive Director of CIAL.

Seeram Sambasiva Rao, Excise Commissioner and Special Secretary, Electronics and Information Technology Department, has been appointed as Special Secretary, Scheduled Castes and Scheduled Tribes Development Department. The officer will continue to be charged with the duties of Excise Commissioner.

Shanavas S., Special Secretary, Local Government Department and Managing Director, Roads and Bridges Development Corporation of Kerala, will hold the additional post of Managing Director, Cochin Smart Mission Limited.

Abdul Nasar B., Special Secretary, Department of Fisheries, Port Engineering and Social Justice, has been appointed as Special Secretary, Department of Cooperation.

Haritha V. Kumar has been appointed as Special Secretary, Department of Social Justice, on her return from leave.

Jafar Malik, after returning from the central delegation, was appointed as Commissioner of Goods and Services Tax Department of Kerala State. The officer will hold the additional charge of Special Secretary, Revenue Department.

Gopalakrishnan K., Director of Environment and Climate Change; director, ANERT; and Managing Director, Kerala State Co-operative Agriculture and Rural Development Bank, has been appointed as Special Secretary for Science and Technology, Cultural Affairs, Zoological Gardens and Department of Museums, Archeology and Archives.

Subhash TV, Special Secretary, Agriculture Department, has been appointed as the Managing Director of Kerala Medical Services Corporation Ltd (KMSCL). The officer will bear the entire additional fee of the Food Safety Commissioner.

Anjana M., Director of Tourism and Special Secretary, Department of Culture, Science and Technology, NoRKA, is transferred and appointed as Special Secretary, Department of Disaster Management. The officer will have all other charge of the Special Secretary, NoRKA and Transport (Aviation, Metro and Railway) Departments.
