The Cabinet on Thursday approved the Karnataka Scheduled Castes (Sub-Classification) Bill, 2025, a proposed legislation for internal reservation among the 101 Scheduled Castes in the state. The bill is likely to be introduced in the ongoing winter session of the legislature.
The cabinet also approved a proposed amendment to the Karnataka State Commission on Scheduled Castes and Scheduled Tribes Act to ensure the appointment of two more members to the commission – one member from the ST community and another woman.
The internal reservation legislation that divides the 17% reservation for SC communities is as follows: 6% each was given to Left Dalit communities and Right Dalit communities, while 5% was given to Lambani, Korama, Koracha and Bhovi communities, besides about 50 Alemari (nomadic communities).
The Cabinet also learned that it has approved a proposal to provide e-khatas to unapproved properties up to 1200 sq ft in rural areas.
The senior minister said the cabinet also discussed that the distilleries and the Karnataka Milk Federation were not meeting the expected level of maize procurement.
ORR conversion
The cabinet also approved the project to amend the global norms for the 17.01 km Outer Ring Road (ORR) stretch between Silk Board Junction and KR Puram in Bengaluru. The project is expected to cost ₹450 crore (including GST). The state government commissioned B-SMILE, a special purpose vehicle, to execute the project.
In another decision, the government approved the Karnataka State Road Safety Authority (Amendment) Act, 2025, one of the components of which is the collection of an additional fee for vehicle registration. The amount raised will be used for road safety awareness initiatives.
