
New Delhi: The Permanent Housing and Urban Affairs Committee said that the government should introduce fast rail transport systems around the capital cities to refer and reduce the growing level of pollution.
Currently, the only project of country RRTS in the capital region is underway with plans to connect Delhi with Meerut, Alware and Panipat through three different corridors.

The panel noted that the large increase in the population in Delhi and its neighboring areas led to problems with housing, transport, pollution and the necessary planning of Delhi and the surrounding region leading to the development of the RRTS network.
The panel said it was necessary to develop similar systems for cities such as Mumbai, Calcutta, Chennai, Hyderabad and Bengaluru to solve problems with insufficient infrastructure and overload.

The Committee proposed to convince the Ministry of Housing and the City Affairs (I can) to convince the relevant state governments to prepare detailed regional and functional plans to satisfy the transport needs of these cities.
“I can consider projects RRTS on the basis of a proposal received from the state government, financial obligation, feasibility study and other relevant facts.
The estimated cost of the corridor RRT is Delhi-Meerut IS £30 274 crore. RRTS services began in 2023, when a 17 km section began. Another 17 km section from Duhai to Modinagar North in Uttarprady was inaugurated in 2024.

Regarding the progress of the Dilli-Meerut corridor, the Ministry informed the panel in November 2024 that physical and financial progress is around 80% and 75%.
NCRTC reported that the Delhi-Gurogram-SNB corridor has not been sanctioned and some fine DPR tuning is done. The approval of the DPR and the financial commitment to the Delhi-Panipat RRTS corridor is also waiting for the reign of the National City in Delhi (GNCTD).
The project, which observed that the DPR of all three courses was completed, took off only with regard to the Dilli-Meerut corridor, the panel said that only very little progress could be achieved on the remaining two priority corridors.
The Committee noted that although urban planning is a state subject, the role of a central government cannot be limited to the provision of financial assistance to state government.
“The political decision on regional planning should be taken on a center level who has an important mandate of urban transport planning, and therefore the Ministry for such an initiative is required. As regards the extension of the RRTS network in different cities, interventions such as RRT are in cities that have a strong network of different places in the heart.”
It notes that the mandate of the National Capital Region Transport Corporation (NCRTC) is to carry out the overall development of commuting roads, related roads, bus services to improve the connectivity in the NCR region only in the NCR region, and said the capacity and expertise of NRCTC in other parts of the country to ensure regional traffic and Traffic solutions in general.
“Therefore, the Committee recommends that, through the relevant legislative tool, the NCRTC mandate should be extended in regions other than NCR to create a comprehensive integrated integrated vice -Bystive transport system,” he said.
