As the urban landscape evolves, the administrative abilities that are regulated, said the main secretary of the Municipal Administration and Cities Department (Ma & UD) S. Suesh Kumar.
Mr. Sutesh Kumar said at the workshop for “building capacities for city local authorities” at the school of planning and architecture in Vijayawada, he said that the government of cities requires leadership, adaptation and thinking focused on the community along with technical knowledge.
The workshop organized by the State Government in cooperation with the Capacit building (CBC) and the Indian government, connected the city commissioners 123 ULB and the key state city departments, including Mepma, public health and municipal engineering and planning of cities and countries.
“Our vision is to create a city workforce ready for the future equipped with competences that will serve the quickly-director of Andhra Pradesh,” said Suresh Kumar, adding that 40-45% of the state population now lives in urban areas, requires transition from traditional administrative models to agile and digitally authorized Urbanist.
In the framework of the Karmayogi mission (which is aimed to create a civil service ready for the future), the state initiates a comprehensive evaluation of gaps to evaluate existing ULB capacities and identify the key functional, domain and behavioral competences required in different roles. On the basis of these findings, minimum annual training hours will be prescribed for city officials, he said. The training will not be limited to technical domains, he added.
He said that the state supports holistic development, with certificates offered in areas such as leadership, communication, ethics, digital literacy and even personality development – which continues that civil servants are equipped not only with professional skills but with confidence and emotional intelligence needed for meaningful involvement with citizens.
In order to support active participation, the government is considering non -monetary incentives, such as certificates about recognition, preferences in transfers, contributions, visibility in performance evaluation, training milestones.
Mr. Suresh Kumar announced that each ULB in the state will be supported in the development of his plan for the development of his own capacities, which is in line with the vision of the city and civil needs. This will be implemented through mixed learning models, combining digital courses with class training, field exposure and Peer-to-peer mentoring, added.
