
New Delhi: The Ministry of Labor and Employment on Wednesday published a proposal for National Labor Policy and Employment-Shram Shakti Niti 2025 for public consultations and outline the renewed vision for a fair, inclusive and technologically managed world of work in accordance with the Indian goal of Viksit Bharat @2047.
The Shram Shakti Niti 2025, which indicated a shift from regulation to facilitating, will transfer the ministry as a proactive “employment facilitator”. The aim of this policy is to manage convergence between workers, employers and educational institutions through trusted data supported systems, the ministry said in its statement.

The central point of this approach is the National Career Service (NCS), which will serve as an Indian digital public infrastructure for employment, which offers comparison of jobs, verification and balance of skills in sectors and regions.
“This policy also emphasizes universal social security, safety and health protection, strengthening the position of women and youth, and creating jobs for green and technologies. The aim is to build a resistant and continuously qualified workforce capable of meeting the requirements of developing technologies, climate and global transitions.”
The integration of key national databases such as EPFO, ESIC, E-SHRAM and NCS into a unified workstate assumes an inclusive and interoperable digital ecosystem that promotes lifelong learning, social protection and income safety.

The new policy seeks to create a unified work ecosystem prepared for the future by using technology, expanding social security and solving structural changes in the labor market. Complements the recent consolidation of 29 Central Working Laws into four simplified working codes, including: wage code, 2019; Code of Industrial Relations, 2020; Code of safety, health and work conditions at work, 2020; Social Security Code, 2020
“The proposal of policy reflects extensive consultations with participating parties and emphasizes cooperative federalism, the creation of evidence -based policy and digital transparency,” the ministry said.
“It provides a long -term framework for coordinated steps between the center, states, industry and social partners to ensure that the benefits of growth are shared broadly and fairly,” he added.

According to the document, this policy is governed by four pillars: dignity of work, universal inclusion, cooperative federalism and data -based administration. It also represents a durable convergence frame across institutions and digital systems.
This policy identifies seven strategic priorities: universal and portable social security; Safety and safety at work; employment and future readiness; Strengthening the position of women and youth; Ease of adherence to regulations and formalization; technology and green transitions; Convergence through a good administration of public affairs.
The SHRAM Shakti Niti 2025 proposal is available on the website of the Ministry of Labor and Employment, General Directorate for employment and National Career Service. The parties and the public can submit comments and proposals by October 27.
