On Wednesday, the State Cabinet approved a draft Regulation on the amendment of the provisions of the Act on Digital Sciences, Innovations and Technologies Keral, 2021, specifically concerning the appointment of the Vice -President (VC).
Changes focus on sections 11 (3), (4) and 6 of the Act in order to be in accordance with the 2018 UGC regulations and recent court decisions. The decree will be sent to the Governor for announcement.
Sources said this step indicated the preparation of the government for work on the appointment of a regular vice -chairman against the background of the recent Directive by the Supreme Court. The main minister is a professional Chancellor of the University.
While the government has kept the finer details of the proposed changes under the wrap, this step is likely to change the composition of the Search Search Search Chancellor to appoint VC.
According to Section 11 (3) of the existing law, the committee will be convened by the main secretary and also consists of an expert in electronics and IT industry, an academic expert elected by the Governor Council and one nominated for every state government and the university commission. Section 11 (4) deals with the panel preparation process, while Section 11 (6) determines the age limit of 61 years for meetings.
In particular, UGC regulations, which have set the instructions for the appointment of VC, cause it necessary for the Search selection committee to include “Eminence in the Higher Education Sphere”.
Different quarters claim that the requirement could make the government replace the main secretary to other nominees on the panel to avoid other legal quarrels in the future.
