
Justice T. Madhavi Devi of the Telangana High Court dismissed a plea filed by Raosmerta Technologies challenging its disqualification from the tender for procurement of smart ration cards with PVC QR code.
The judge noted that there was no arbitrariness in the authorities’ decision to exclude the company from the tender. The Civil Supplies Department had issued a tender notice for procurement of nearly one million smart ration cards almost a year ago. The company knocked on the door of the HC saying that its technical bid was rejected.
Government civil supply petitioner Arjun alleged that the petitioner company failed to create an encrypted QR app that could instantly retrieve the digital ration card data without external links. The absence of the required security features on the sample card was another reason for disqualifying the company.
The judge stated that there was no illegality in the government’s decision, as it had the prerogative to select bidders with better technological characteristics in such projects.
