Telangana goes ahead with plan to relocate polluting units outside the city and issues HILTP norms

The Government of Telangana has issued implementation guidelines to put the Hyderabad Industrial Lands Transformation Policy (HILTP) into practice.
The guidelines seek to achieve the policy objective, which is primarily the relocation of polluting industrial units outside the outer ring and the facilitation of the conversion of land thus freed into multi-purpose zones. The policy, which was proposed in November 2025, faced objections from several industry bodies as well as the opposition BRS.
The HILTP, for which a GO was issued in November 2025, was formulated to facilitate the relocation of polluting industries in 21 industrial parks and self-contained units within the Core Urban Region (CURE) of Hyderabad. As part of the implementation framework, the Government, on the recommendation of a Cabinet sub-committee, has approved the payment of a pre-determined Development Impact Fee (DIF) of 10% and assessment of existing SRO market rates for applicants who submit their applications by 30 June 2026.
This was announced in a release on Saturday after Industries and IT Minister D. Sridhar Babu launched a dedicated online portal to receive applications from eligible industrial units seeking benefits under the policy. The portal enables eligible unit holders to submit, monitor and track their applications online, strengthening the government’s commitment to a transparent, technology-driven and citizen-centric government.
According to the release, a special support and grievance redressal mechanism has also been set up to assist applicants and department officials during the application process. The Telangana Industrial Infrastructure Corporation (TGIIC) is the nodal agency for the implementation of the policy and has accordingly been mandated to draw up operational guidelines.
Apart from defining industrial parks and stand-alone industrial plots under the ORR β which does not include plots allotted to PSUs β the guidelines prescribe the Development Impact, documents to be submitted online by the applicant and actions to be initiated by the TGIIC.
Shifter support
As per the guidelines, the same benefits/subsidy will be extended to the units that opt ββto move under HILTP to a new location; statutory charges and service charges such as paid electricity/water connection will be adjusted; units which have obtained approval under HILTP to shift to new location will be given priority for allotment of industrial plot in industrial zones outside ORR.
After obtaining approval for multi-purpose conversion of land under HILTP, the units will be allowed to operate the industry/unit at their present site/park for a maximum period of one year.
