Telangana DGP CV Anand demands major overhaul of police department, suggests restructuring of Greyhounds and SID

Director General of Police CV Anand on Saturday called for comprehensive reforms in the Telangana Police Department, stressing the need to modernize police procedures, enhance accountability and improve public service delivery in response to changing social conditions and new challenges.
Addressing a high-level video conference attended by Commissioners of Police, Superintendents of Police, Deputy Superintendents, Assistant Commissioners, Circle Inspectors, Sub-Inspectors and Commandants across the state on “Adopting Effective Policing Standards”, the DGP said the government expects the police force to adapt to contemporary policing requirements.
He found that negative trends such as negligence in service, procedural violations, disrespect for the chain of command and corruption needed to be checked. He urged the officers to abandon outdated practices and bring about a significant transformation in service delivery while maintaining strict discipline at all levels.
Referring to the state’s security priorities, the DGP said that the Telangana Police had spent nearly three decades focusing on fighting Maoist and Naxalite activities. As Naxal influence has largely disappeared over the past 15 years, he said the time has come to reassess the importance of specialized units such as the Greyhounds and the Special Intelligence Department and consider restructuring them in line with contemporary police needs.
As part of the proposed reforms, the DGP has announced the establishment of a Traffic Management and Road Safety Authority to standardize traffic management and road safety measures across Telangana. He also unveiled plans to create a dedicated anti-food adulteration wing and a vigilance and enforcement wing to prevent leakage of government revenue.
He emphasized the safety of women and prevention of child trafficking, instructed police officers not to compromise on these issues and called for further strengthening of Bharosa Centers and She Teams.
Expressing dissatisfaction over the implementation of CCTNS 2.0 and other technology platforms in police stations, the DGP announced the creation of a special ‘DGP Tech Team’ comprising of young IPS officers under the supervision of senior technical and CID officials. The team will monitor technology systems and facilitate the deployment of advanced applications such as Hawk Eye Ultra and TG-COP Ultra.
The DGP also stressed the importance of internal discipline and directed officers to maintain respect for senior officials and ensure proper coordination within the force. He said unit officers should function as leaders rather than just supervisors and uphold the highest standards of integrity while maintaining law and order.
To strengthen field performance monitoring, he directed all commissioners and superintendents of police to hold crime review meetings every month before 15th day of the month and submit reports to DGP and CID office by 20th day. He also announced the appointment of four Special Deputy Inspector Generals of Police who will oversee and manage unit officers across districts.
Further, the DGP directed that every unit officer conduct at least two surprise inspections every month and personally record the inspection notes. He also tasked officers to carry out annual inspections, conduct field visits and strengthen cooperation with local communities.
In an effort to improve public access to police services, he ordered all police forces to set aside time from 3pm to 5pm daily to meet with petitioners and deal with complaints.
On police welfare, the DGP said the government has taken a positive decision on around ₹6,000 crore in pending dues and pensions across departments. He said that ₹2,000 crore has already been released and the remaining ₹4,000 crore will be released in phases over the next 100 days.
