A Center of Design Excellence is proposed to be established in Hyderabad by 2030 as part of the Telangana government’s focus to integrate design into governance, commerce and education and ultimately transform the state into the design capital of India.
As a design capital, the state will be a global hub for creativity, innovation and human-centered problem-solving. This is to be achieved by integrating design into various aspects towards increasing competitiveness, sustainability and quality of life, according to the Telangana Rising 2047 Vision document to be unveiled in December.
The Center of Design Excellence will be part of the Young India Skills University and will support manufacturing and service industries through design innovation, R&D and communication design. In addition to offering programs, it will serve as a hub for global best practices, design labs, prototype testing and behavioral research; and offer recognition and incentives for impressive design results that improve product competitiveness and user experience.
Expanding quality design education and global partnerships will foster talent and subsequently improve the competitive advantage to attract international firms and innovation-focused businesses. The government believes that its emphasis on design will help drive economic growth, contribute to a better quality of life, promote sustainable development and enhance global reputation.
Design offers a transformative path to increasing business value, creating jobs and strengthening global competitiveness. The design element will be integrated across education, government and industry. By encouraging collaboration and eco-conscious design as well as protecting intellectual property (IP), Telangana can become a hub for creative excellence and investment, the government said in a draft document.
Helsinki, pattern
Helsinki’s design-based city governance model offers “a relevant reference for Telangana as the state looks to build its own center of design excellence and expand human-centred management practices”, the government said, citing how the Finnish capital is globally regarded as a pioneer in integrating design into public administration. According to the model, design principles apply not only to products and architecture, but also to how public services are delivered and how policies are shaped.
Telangana intends to promote design as part of the state’s cultural identity, reflected in sustainable and inclusive public spaces that respond to the climate and blend heritage with modern aesthetics. It will support the principles of ecodesign and universal design in public infrastructure and transport systems; and support behavioral design research to improve civic sense, safety, environmental awareness, and public participation in urban maintenance. All government websites and service delivery platforms will be modified to ensure an intuitive, user-friendly and accessible environment. Departments will adopt co-creation practices where citizens and front-line officials participate in shaping service improvements, reducing friction and increasing trust in public institutions, the document showed.
