In an effort to increase the program of the contraception of animals (ABC) in Bengalur in the middle of growing concerns about stray dog attacks, Bruhhat Bengalur Mahanagar Palike (BBMP) considers reintroduction of capture, castrated, vaccination and relaxation (CNVR). However, this step would pay the prescribed standard operational procedure (SOP) determined by the Indian Animal Council (AWBI).
BBMP officials explained that the CNVR technique is widely practiced around the world and was also used in Bengaluru until the AWBI SOP did not monitor dogs for four days after the operation.
“No surgical procedure must be performed below 10 ° C and between 10 ° C and 18 ° C, the monitoring of hypothermia for at least four days after the operation must be carried out,” the general procedures of the general SOP assessment report.
On the other hand, under the CNVR technique they capture civic bodies, neutered, vaccination and release dogs within 24 hours. However, this method can lead to complications after surgery, sometimes even to the death that AWBI has seen before the four -day monitoring period.
BBMP plans to write on AWBI
The BBMP officer supervising ABC project told Hindu that CNVR is highly effective in breeding control and that any complications can be managed effectively. He confirmed that BBMP is finishing plans to introduce the CNVR method.
“We write AWBI explaining disadvantages in the monitoring process prescribed in SOP and then dealing with CNVR,” the clerk said.
Challenges before the civic body
The officer explained a key disadvantage and pointed out that Bengaluru has more than 2.7 lakh stray dogs in 2023. Installed capacity of the city for dog monitoring is only 550 at once. This means that BBMP can work on 550 dogs per day, but cannot perform further operations for the next four days, limiting the total number to only 550 operations in five days.
“Even if we are engaged in an increase in installed capacity, it will take several months, which prevents our efforts to speed up the ABC program. At a time when there is a threat of stray dogs on the rise, the development of infrastructure is a viable option,” the official said.
The main problem around CNVR is complications after surgery, such as reopening stitches and extreme fatigue. BBMP believes that these problems can be solved through effective surgical techniques and by allocating the feeder to monitor neutered dogs, who can then contact BBMP for immediate intervention if problems occur.
“This program not only reduces breeding, but also reduces aggressiveness and behavior with packaging between stray dogs,” the clerk added.
Currently, five agencies perform surgery and vaccination of dogs after the procedure. Meanwhile, the civic body is also trying to bring more veterinarians to increase the number of operations.
Activists are against CNVR
Animal law activist criticized BBMP for considering the introduction of CNVR and claimed that it clearly violates the AWBI instructions and threatens the lives of stray dogs.
“What if the operation is not on the basis of complications Mark and health? Who will take care of dogs? Will BBMP do it?” Said Mr. Prasad. He pointed out that the rule had previously ordered three days of compulsory monitoring, which later increased to four due to the overall comfort of dogs. Such warranty, he said, cannot be endangered.
He also suggested that the BBMP focused on improving infrastructure, although it leads to a delay, because this approach would avoid the life of dogs.
