The Movement of the People and Organization in Bihar on Monday (July 21, 2025) organized a full -day public hearing for the ongoing Sir (special intense revision) in the state. At the end of the hearing, the panel thought Sir should not be modified but canceled.
Bharat Jodo Abhiyan, Jan Jagran Shakti Sangathan, National Alliance of People’s Movements (NAPM), Samar Charity T Trust, Swwaj Abhiyan and Kosi Navnirman Manch Jonch Jonch Jonch Premies of Bihar Industries Association (BIA), Patna.
The panel included Anjana Prakash (former judge, Patna High Court), Wajahat Habibullah (former main information commissioner), economist Jean Drèze, Professor Nandini Sundar (Sociologist, Delhi School of Economics), Dr. DM Diwakar (former director, Sinha Institute of Social Studies), Patna), Patna (Founder, Fournshi (Founder, Founder, Fournshi (Founder, Foundder, Foundder.
The program was attended by people from 14 districts and shared their experience along with problems with the panel. May voters who were not literate had to pay someone around £ 100 to fill in for the form.
Kanchan Devi of the Katihar district said she had to pay 100 RS to fill in her form. Rukma Devi from the same district had a similar complaint.
RAM Chandra Prasad, resident of the district of Nalanda, said it would question the trial in court, because after sending a form (BLO) did not receive a confirmation confirmation.
Phoool Kumari Devi, a worker from the district of Katihac, said Blo asked her to get a photocopy Aadhar and a voter card, which had a lot of trouble.
“I traveled 4 km to get a passport photo. I had no money; I sold the rice I got from the ration. I didn’t work for two days at all documents. I had no rice and hungry for two days,” Mrs. Devi said.
In several cases, voters found that their forms have already been submitted BLO. Even their signatures on the forms were not taken.
The inhabitants of Patna, Nirmal Kumar, claimed that his loved ones had received threats from the district administration when they had increased their voice that their forms had already been filled in and submitted online.
Many people shared their experience that the forms of enumeration were not distributed not BLOS, but Ward Parshad, Anganwadi workers and Kuda Wala. So many voters have not received any instructions on how to fill in the form. In many households, several members took form and others did not.
People from the Kosi region said their document was flooded because of several floods in their region.
After listening to the participants, Mr. Dresa said that the purpose of Sir is not clear even after reading the 20 -page announcement of the Indian Election Commission (ECI).
“The purpose is not clear, but the result is clear in which people are unable to perform their franchise. According to Bharat Jodo ABHIYAN survey, 37% of people did not have documents required by the commission. You can all understand which community, class and political parties will be removed from the voters.”
He also said that Sir is not practical and impossible, so he should not be modified, but canceled.
“Sir should not be modified, but canceled. There has been more violation of ECI processing when completing objectives under undue pressure. This impairs the quality of the voter list and beats the specified purpose of the ECI,” said Dresie.
Mrs. Prakash said that the documents requested by ECI cannot be submitted for many rural biharis.
Mr. Habibullah stressed that ECI’s work is to encourage people to vote and create a situation that can alleviate voters, but through Sir, the body seems to create a problem for voters and make their way more difficult.
On the other hand, Mr. Meghwansi said that the Sir process was a threat to the preamble of institutions and political equality.
Professor Diwakar pointed out that democracy is neither people nor for people nor people, and everyone has to make efforts to get it back.
Mrs. Sunder expressed concern and said that Sir was very dangerous for democracy, and hoped that the people’s voice would be heard.
