SIR begins in Jharkhand with a door-to-door visit to BLOs

Special Intensive Revision (SIR) of Electoral Rolls was formally launched in Jharkhand on Tuesday (June 30, 2026) with Booth Level Officers (BLOs) going door to door across the state to distribute census forms and verify voter details.
Chief Electoral Officer (CEO) K. Ravi Kumar said the SIR of the voter list was a participatory and transparent process. He added that they were reviewed at every stage and there were provisions for appeal. Mr. Kumar claimed that on June 30, 2026, as part of the SIR process, meetings involving BLOs and Booth Level Agents (BLAs) were held across the state and enumeration forms for all polling booths were provided to the BLOs.
Social media campaign
Addressing the media at ‘Nirvachan Sadan’, Mr. Kumar said a social media campaign has been organized to inform the public about the details of the enumeration phase.
“Under SIR, BLOs will conduct door-to-door visits till July 29 to distribute partially filled enumeration forms. Voters are required to verify the details, fill necessary information related to SIR and send the forms back to their respective BLOs.”
He mentioned that the voter mapping will be verified through a two-step process, first by BLOs and second by Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs). Mr. Kumar added that SIR is exclusively for eligible Indian citizens and non-Indians should not participate in the process.
The names of all eligible Indian citizens who submit the census form will be included in the draft voter list publication on August 5, 2026. Mr. Kumar clarified that voters will not be required to submit any documents while filling the census form.
“When BLOs visit homes, voters whose details have not yet been mapped against the previous SIR (2003) electoral roll should provide their details to the BLOs to ensure completion of mapping. They should share the details with their BLOs on the basis of date of birth,” the CEO said.
He pointed out that the names of voters falling under five categories — absentee, permanently displaced, deceased, duplicate and non-Indian — would not be included in the proposal to publish the list of voters.
Citing Article 326 of the Constitution of India, the Jharkhand CEO said that all activities related to the SIR were carried out to ensure that not a single eligible Indian citizen was omitted from the electoral roll and no ineligible person was included.
Mr. Kumar added that the SIR process was transparent and participatory, with information about each stage available to all recognized political parties and on the website of the Chief Electoral Officer. He argued that the role of BLAs-2 (Booth Level Agents-2) from all recognized political parties was crucial, along with the role of BLOs.
Meetings between BLOs and BLAs-2 were also organized in all the polling stations to mark the commencement of the counting phase.
The CEO argued that while compiling the lists of voters falling under the “Absent, Shifted, Dead, or Duplicate” (ASDD) categories, BLOs must consult BLA-2 designated recognized political parties in their areas, moreover, BLA-2 verification was mandatory for the final ASDD list.
