Sanctions revised for Owaisi and Bahadurpura flyovers 4-5 years after inauguration

The Telangana government has revised the sanction for construction of flyovers at Owaisi Hospital and Bahadurpura junctions in Hyderabad from ₹132 million to ₹161 million, citing increased costs resulting from changes in design, shifting of services, GST and price escalation.

The revised sanction was issued by the Municipal Administration and Urban Development Department on the proposal of the Greater Hyderabad Municipal Corporation (GHMC).

Two flyovers were completed and commissioned – Owaisi flyover on 28 December 2021 and Bahadurpura flyover on 31 March 2022.

The original design of the Owaisi Hospital junction was modified to extend the flyover to the Midhani junction, while the changes at Bahadurpura included reconfiguration and alignment of the flyover to avoid acquiring part of the mosque premises. Other modifications included changes in construction methods and roadway design.

The GHMC cited higher-than-expected expenditure on relocation of services, GST, price escalation, project management consultancy and miscellaneous works as reasons for the revised estimate. For example, the cost of shifting utilities has increased from an estimated ₹12.76 crore to ₹30.62 crore, while the provision for price escalation has increased from ₹8.62 crore to around ₹17.33 crore.

The government also approved the use of permanent formwork for two critical sections of the Bahadurpura flyover, citing space constraints, underground utilities and the need to maintain movement during construction.
