Revenue officers are looking for an adequate budget to meet routine requirements

Members of the Andhra Pradesh Revenue Service Association (APRSA) on Saturday expressed concern over the simultaneous implementation of three major programs — special intensive revision (SIR) of electoral rolls, re-survey operations and distribution of pattadar passbooks.

In a meeting of the state executive committee of the association chaired by its state president Bopparaju Venkateswarlu, they urged the government to ensure proper planning and coordination so that these activities do not overlap and put undue pressure on field workers.

They emphasized the need for adequate budgetary allocations in line with current costs and pointed out that the monthly office operating expenses (OOE) provided to the tahsildar and RDO offices were not sufficient to meet routine requirements such as stationery, computer peripherals and other administrative needs. They also sought sufficient funds for protocol expenses, leased vehicles and office maintenance.

The association further asked the government to set aside special budgetary allocations for court-related expenses, particularly in contempt cases where tax officials were required to appear before courts in the performance of official duties.

APRSA members emphasized the importance of capacity building and called for the creation of a dedicated Revenue Academy to provide continuous training to officials and staff on evolving revenue laws, land administration, digital governance, survey and resurvey procedures, election duties and legal matters. According to them, regular training programs at the district and state levels would enhance professional competence and improve public service delivery.

Mr. Venkateswarlu said that strengthening the revenue department requires more than frequent review meetings. Adequate staffing, infrastructure, financial support and ongoing training are essential to ensure effective administration and better services to citizens, he said, stressing the urgent need for construction and renovation of several Tahsildar and RDO offices across the state.

The association urged the government to prioritize the social security, training and administrative support needs of the staff in view of the key role played by the Department of Revenue in the administration and delivery of public services.
