Report abnormal population growth in border areas: Shah to SPs

Union Home Minister Amit Shah on Thursday (July 9, 2026) said information about demographic changes in border areas due to “abnormal factors” such as illegal migration should be shared at the highest levels at the earliest.
He said the government was determined to curb “unnatural demographic growth” caused by abnormal factors with a “reckless approach” and a demographic mission had been set up to examine the pattern.
“The primary cause of demographic change in border areas is infiltration. To make border security impenetrable, the Modi government has created a quadrilateral security network, changing India’s approach from reactive to proactive,” Mr Shah said.
“We are creating a robust system to ensure that the country is completely infiltration-free and we will ensure that there is no infiltration at all,” he added.
Mr. Shah delivered the remarks at the first ever Police Conference of Superintendents of State Border Districts in 2026. SZ of 119 Border Districts attended the meeting. Union Home Minister Govind Mohan and Intelligence Bureau Director Mahesh Dixit were present at the conference along with state director generals of police.
“The government is moving from an isolated system of border crossings to creating an integrated security network,” the minister said.
He said the conference institutionalized a comprehensive approach to border security, adding that in the coming days, the government would move forward to ensure the security of the coastal borders. He said India’s border security system, based on the vision of a “smart border”, would become the “most modern” in the world in the coming years.
The minister said that the government has strengthened the border infrastructure by 400% and is continuing it with a scientific approach. Under the Vibrant Villages programme, efforts are being made to prevent migration, create jobs and ensure 100% implementation of government social security programmes, he said.
Mr. Shah said the government has decided to fence the 1,610 km long India-Myanmar border at a cost of ₹ 31,000 crore. “Our goals are to prevent proxy war, illegal infiltration, radicalization, narcotics trafficking, smuggling, drone threats, cybercrime, organized crime and demographic change; make border areas more livable; prevent migration from these regions and ensure their security,” he said.
