The Special Cell of Jammu and Kashmir Police, State Investigation Agency (SIA), on Saturday (July 11, 2026) secured an Interpol Red Corner Notice (RCN) against designated Hizbul Mujahideen terrorist Imtiyaz Ahmad Kandoo alias Fayaz alias Sajad, who is accused of killing four policemen in Sopore in 2013 in Hygam. personnel.

Wanted in terrorist attacks

The SIA investigation established Kandoo’s active role in the Hygam terror attack. “In addition, he is wanted in at least 10 other terrorism-related cases, which include terrorist attacks, targeted killings resulting in the deaths of more than 15 people, arms and ammunition smuggling and narco-terrorism financing. He has continued to evade arrest despite constant efforts by law enforcement agencies,” SIA said.

The agency said the notification will make it easier for international law enforcement agencies to locate, detain and initiate legal proceedings to extradite the accused to India for trial.

The SIA said the issuance of the notice was a testament to the meticulous and professional investigations carried out by the SIA and its “commitment to ensure that terrorists involved in heinous acts of violence are brought to justice regardless of their location”.

On 26 April 2013, terrorists ambushed and attacked a police party at Peer Mohalla, Hygam, Sopore, resulting in the killing of four policemen. The case was initially registered at the Tarzoo police station in Sopore and was later handed over to the SIA in 2024 for a comprehensive investigation.

Complex billing of fees

“After an extensive investigation involving careful collection and analysis of evidence, questioning of witnesses and reconstruction of the conspiracy, the SIA successfully completed the investigation and added additional offenses based on new evidence and filed charges against the six accused persons in the relevant court in July 2024,” the SIA said.

Two of the accused were eliminated in clashes with security forces, while three others were arrested and are facing trial. “The sixth and main accused Kandoo is absconding and is believed to have escaped to Pakistan,” SIA said.

Kandoo has been an active member and commander of Hizbal Mujahideen since 2010. “Due to his continuous involvement in terrorist activities, he was notified as an individual terrorist by the Government of India in October 2022,” the SIA said.
