The absence of rain came as a disguise for Greater Hyderabad Municipal Corporation (GHMC), which does not take any effort to ensure its commands prohibiting open cellars until the end of the monsoon season.
The unauthorized digging of the cellar cellars takes place in the city in an uncontrolled way, while the officials of the planning official from 30 May this year from 30 May this year do not apply to Commissioner’s orders. Many of these cellars are without any failures that put neighboring structures in grave danger.
One example of abundant rain and there is any risk of soil erosion from under buildings, which affects their structural power. No support walls were built and in most cases no safety measures are visible.
“The kick on the cellar takes place in two places in our colony, but the authorities took no steps. During the recent rains, the water stagnated in the cellar where mosquitoes behave,” complained Santosh Kumar, Colony Vasavi, Saroornagar. It also tells two more excavations in the cellar in the RK Puram division, which were convicted of officials at the level of the circle.
An open cellar without safety measures can be found in Patrice Nagar, just behind the cyber towers in Madhapur. Despite its significant location, no measures or notifications of the builder/owner have been taken.
Also in the Ramnagar area, the cellar is digging using an excavator machine, without strengthening the soil or retaining wall. It can be noted that the land from under the neighboring building was also removed, so it was vulnerable to the cave when it rains. In any of the above cases, failure is not maintained according to existing building standards. In most cases, there is also a barricade on the web.
On May 19, detailed instructions were issued in the name of the GHMC Commissioner to ensure the safety of cellars during the monsoons. According to the instructions, officials on the wing of the spatial planning must visit all the excavations in their jurisdiction and ensure that the cellar failures are grasped according to the sanctioned plan and check the safety of the surrounding structures. It must also ensure that all necessary preventive measures are taken to prevent undesirable incidents.
It should be ensured that there is no stagnation of water in the cellar, and notifications should be issued unless the required standard safety measures such as soil, support walls and baricad are taken.
In the event of non -compliance, measures should be initiated to stop work, annulment and license of the builder, in addition to filing a criminal proceedings against the builder. The dug part should be filled simultaneously by means of structural residues. Particular attention should be paid to the excavations in slopic terrains and where there is rocks to prevent soil slides.
Laxites on behalf of GHMC officials are mysterious, especially with regard to the incident less than five months ago, where three workers died in the cellar of collapse at the LB Nagar construction site.
