February 13, 2026

The government is set to provide digital title deeds for properties of more than 1.1 million families in unidentified dwellings in Karnataka, February 14 in Haveri, set to be a one of its kind.

To mark 1000 days

“Last year we have already provided digital title deeds to more than 1.1 million families in unrecognized habitations of the state and we are going to provide certificates to another 1.1 million families now to celebrate the completion of 1,000 days of our administration. Providing title deeds to 2.2 million families in unrecognized habitations,” in two years is a record number of Revenhna in Krishna country. Gowda told The Hindu.

It is expected that 10,000 to 12,000 people will benefit from these measures in the last two years.

The former BJP government had given title certificates to 1.08 lakh such families. They weren’t the digital ones though.

It cannot be manipulated

“These digital title deeds cannot be faked or lost. As part of this action, government officials themselves went to the doorsteps of the beneficiaries to identify them without asking them to apply for the title deeds,” he said.

“We are registering these title deeds with sub-registrars through absolute deeds. Beneficiaries will only have to pay scanning fees. Apart from this, beneficiaries will also get e-swathu – creation of title in panchayat records. This is complete completion of their ownership process,” the minister said.

It was not recognized

“These are dwellings that have existed for 30 to 100 years but have never been recognized as villages. They do not exist in any government record. Since they are not part of the official records, it was not possible to provide them with any public infrastructure such as hospitals and schools or civic amenities. However, for humanitarian reasons, such facilities were provided in the last decade in violation of norms,” the minister explained.

The state had 6,500 unrecognized habitations when the Karnataka Land Revenue Act of 1964 was amended in 2016 to declare them as revenue villages. Of these, 1,557 have been declared revenue villages by May 2023. Another 3,000 dwellings have been recognized in the last two and a half years. Similar measures are being prepared for another 1,300 dwellings, the minister noted.
