Proposed housing bill may not be perfect, but it’s a good start: Greater Bengaluru Development Minister Krishna Byre Gowda

Bengaluru Development Minister Krishna Byre Gowda on Wednesday (July 15) said the proposed Karnataka Apartment (Ownership and Management) Bill, 2026 may not provide a perfect solution to all problems, but it is a step in the right direction.

Mr. Gowda pointed out that the existing laws were passed more than 50 years ago and the city has grown by leaps and bounds since then. “The issues are very complex and we are also trying to understand them. Over time, we will continue to amend the law and address the issues,” he said, adding that input from stakeholders will be crucial in the process.

He noted that governments rarely share draft legislation with the public. “In this case, to understand all the problems faced by apartment owners and to incorporate provisions to address them, we are sharing the bill,” he said.

“We have also created alternative forums like e-mail ID to receive suggestions and stakeholders should send their inputs,” he said, adding, “A separate bill for flats has been pending for almost a decade and we are determined to bring it.”

Government aware of challenges: Chief Minister DK Shivakumar

Chief Minister DK Shivakumar said the government is aware of the problems faced by flat owners and is determined to ensure that full ownership rights rest with the property owner.

He said the legislation was introduced to protect the interests of property buyers and address the long-standing issues of flat ownership, registration and management.

“Our aim is to help people who have worked hard to put a roof over their heads. Owning a house is not easy and the government has a responsibility to ensure that citizens enjoy their property without unnecessary obstacles,” he said. “This legislation was designed solely for the benefit of property buyers,” he added.
