The proposal for changes to the zoning regulations of the Revised Land Use Plan-2015 proposes that on plots of land up to 500 m2 in size, the area occupied by ventilation ducts, garbage shafts, service shafts, cavities, channels, cutouts and open areas exceeding 10% of the built-up area should be taken into account for the calculation of the floor area ratio (FAR. Area).

Previously, these structures were fully included in the FAR calculation. The additions would therefore allow the construction of more housing units, provided proper planning is done.

To ensure wider roads and structured drainage networks, the notification also proposes to grant FAR over the entire area of ​​the site, including land required for widening of existing roads and roads proposed in the Revised Master Plan-2015, provided that the applicant surrenders such land to the local authority free of charge.

Structures in areas of failure

The draft also proposes the inclusion of a new clause. Transformers, DG/HSD yards, waste handling areas, oxygen or gas plants, guard booths up to 4 m2 at entry or exit points and fire control rooms up to 4 m x 4 m may be permitted in remote areas, provided they do not obstruct fire arrivals, access, natural light or ventilation. The proposal also mandates ventilation for security and fire control rooms.

The notification further states that underground sumps, sewage treatment plants located only in basement floors or below ground level and swimming pools may also be permitted in remote areas after allocating space equivalent to the required setback for the basement.

Parking

The proposal provides revised attenuation requirements for basements and introduces provisions for mechanized parking. On lots up to 6,000 m2, parking of vehicles in basements or upper floors, including terraces, may be permitted by elevator, computerized, mechanized or hydraulic systems without the requirement of a ramp, if the owner voluntarily chooses to do so.
