Power Purchase Agreement: Power Employees’ Forum asks 11 questions to Kerala Chief Minister

Kerala Chief Minister VD Satheesan

The left-wing Electricity Employees Federation of India (EEFI) has called on Kerala Chief Minister VD Satheesan to release files related to the power purchase agreement with GNA Energy OTC. EEFI leaders said this was necessary because Mr. Satheesan claims that the then KSEB chairman and managing director MG Rajamanickam did not object to the deal.

MG Suresh Kumar, Convener, Research and Development, EEFI, asked 11 questions to the Chief Minister after a post-Cabinet press briefing where he claimed that KSEB had no objection to purchasing power from GNA and that the government had decided to purchase to avert an additional financial liability of ₹2,200 crore.

Comparison with the HP offer

EEFI called on Mr. Satheesan to explain the basis of his claim that the GNA would provide more peak electricity compared to the offer from the Himachal Pradesh government. The Chief Minister should also explain why he himself came forward to defend the GNA bid at a time when KSEB is against the deal, when it does not have the approval of the Electricity Regulatory Commission and it is not clear what the actual power producer is part of the purchase agreement. GNA OTC was a digital only over the counter (OTC) trading platform. The government should reveal the identity of the power generator involved in the deal, said Mr. Suresh Kumar.

The remaining questions related to the government’s reported decision to use Section 108 of the Electricity Act to proceed with the deal, the need to push through the deal when the state is not facing a crisis at the moment, and the calculations on which the Chief Minister based his claim that the government averted an additional liability of ₹2,200 crore by opting for the Himdesh Prashal offer to the GNA.
