
In a large intervention against illegal imports, the Directorate for Intelligence (DRI) was confiscated by 39 containers carrying 1,115 metric tons of Pakistan goods worth approximately approximately at approximately approximately £9 crore, under the ongoing Deep Manifest operation. The consignment was falsely declared the origin of the UAE to circumvent the Indian ban on Pakistani imports.
Dri confirmed that one individual – a partner importing company – was arrested on June 26, 2025 as part of an operation aimed at limiting violations of Indian import policy with regard to increased concerns about national security.
Illegal imports after a hit terrorist attack
After a terrorist attack in Pahalgam on 22 April 2025, the Indian government imposed a total ban, effective on May 2, 2025, on direct or indirect imports or transit of the goods from Pakistan.
This ban has replaced the earlier collection rate of 200% of customs duties on such imports.
Despite this prohibition, some importers allegedly tried to circumvent the restrictions by incorrect induction of the country of origin and handling of transport documents.
Dri’s investigation revealed the sophisticated Modus operandi, including the translation of goods via Dubai, where before entering Indian ports, especially Nhava Sheva, re -deployed Pakistani goods through Jebel Ali.
Falsely declared an Arabic origin, but watched back to Karachi
In two important seizures in the port of Nhava Shev, the shipments were falsely declared the origin of the UA. However, as Dri revealed, these goods were originally sent from Karachi in Pakistan to Dubai than loaded on various containers for India.
“The shipments were falsely declared Arab Emirates and masked their Pakistani origin,” Dri said.
“The freight movement movement from the port of Karachi with a translation in Jebel Ali Port, on the way to India, was established through the analysis of documents and verification on Earth.” Dri reported in an official statement.
Money Trail, Foreign Nationals and Financial Links
The DRI investigation also revealed financial ties with Pakistani entities and a network including Pakistani and SAEs by state organizations that organize shipments.
“The entire operandi modus was organized by a complex network of transactions aimed at covering the actual origin of the goods – namely Pakistan,” Dri said.
Dri confirmed that money transfers and financial flows related to Pakistani companies were monitored during the operation, which increases concerns about illegal financial activities through trade routes.
Operation Deep Manifest
DRI has launched a Deep Manifest operation in an increased strategy to protect the economic and national security of India, especially in connection with the ongoing threats and earlier Sindoor operations.
The agency said it has intensified the collection of intelligence information and used data analysis to detect and target high -risk consignments, especially Pakistani goods.
“Operation Deep Manifest is an example of a permanent DRI commitment to observe the policy of government, customs and other relevant laws; security of the country’s national and economic security and preventing abuse of trade channels for importing goods of pakistan origin,” the agency added.
