Overpriced popcorn, bottled water in multiplexes: Kerala government agencies launch checks

Inspections began at cinema complexes in Kochi, Kerala, on Saturday (September 5, 2026) morning following complaints of overpricing of food, especially popcorn and drinks. A joint inspection by the Legal Metrology Department, Civil Supplies Department and Food Safety Department began at the theater complex in Kochi’s Central Square Mall.

Based on the inspection, steps were also taken to issue notices to theaters which officials said did not provide free drinking water on the premises.

The inspection follows the directions of the state government following increasing complaints of overcharging of food and beverages in theater complexes, said Santhosh NC, Deputy Controller, Legal Metrology Department, Ernakulam.

“Based on our checks, we found that the price list is being displayed and the correct amount of food is being provided,” Mr Santhosh said.

Food was weighed

He said officials were weighing food items, especially popcorn, to check if the prescribed amount was provided to consumers. “We have not noticed any discrepancy in the quantity provided and the prices are also displayed as a rule. We have no authority to regulate the price. We will continue the checks in the coming days in all the theater complexes and based on that a report will be submitted to the government,” he added.

Complaints received

Ernakulam District Supplies Officer Shaji VR said that the department had earlier received complaints about food overpricing in theater complexes as well.

“Based on our inspection, we found that popcorn and drinks are five times more expensive than the free market prices in these theater complexes. A liter of water sold here costs over ₹90. These complexes have to provide free drinking water as per the rule. She was not present in one of the theater complexes we inspected. The relevant authority will issue a notice against them,” said Mr. Shaji.

Officials added that inspections are in full swing in the district as Ernakulam has multiple movie multiplexes.
