Over ₹ 1,340 crore to overhaul street lights in Hyderabad

More than a year after the street lighting contact with Energy Efficiency Services Limited was terminated, the Greater Hyderabad Municipal Corporation has taken the first decisive step towards solving the long-standing street lighting problem by inviting tenders to select an agency for the comprehensive operation and maintenance of LED street lights in the city for the next 10 years.

Tenders were floated on Friday at an estimated cost of ₹ 1,341.6 crore, for the entire city represented by the Core Urban Region (CURE), comprising three municipal corporations.

In accordance with the conditions stated in the tender documents, all existing street lights will be replaced by high-performance LED lights with higher output within two years. This means a total of 7.61 lakh LED street lights along with bulbs. The existing 34,512 CCMS (Centralized Control and Monitoring System) panels and other switching points should be replaced with new ones within six months.

A dedicated centralized control panel must be established for each corporation (GHMC, Cyberabad, Malkajgiri) to enable real-time monitoring, control and management of the street lighting system. For street lighting maintenance, there should be one batch per 2,500 street lights, instead of the earlier standard of one batch per 4,000 street lights.

The contractor should deploy 60 hydraulic cranes, one for each circle, during the replacement phase and a minimum of 30 hydraulic cranes during the maintenance period, with additional cranes deployed as needed. A dedicated CCMS maintenance team consisting of two technicians per circle shall be deployed to maintain the CCMS panels and related equipment.

If the percentage of street lights on falls below 98% as specified in the service level agreement (SLA), penalties will be applied. The project aims to increase public safety, improve visibility at night, increase energy efficiency and ensure proactive maintenance based on SLAs to minimize street lighting outages, according to the tender documents.

The estimated cost of the project is ₹ 1,341.6 crore excluding applicable taxes for a 10-year comprehensive operation and maintenance (O&M) contract.
