Online registration of selected documents to be launched in Tamil Nadu on August 17: Minister

Business Taxes and Registration Minister D. Logesh Tamilselvan said on Tuesday (July 7, 2026) that online registration of specific documents from anywhere, anytime will be launched on August 17 under the ‘Registration Anywhere’ initiative.
A Government Order (GO) was issued for this purpose on Tuesday. It said that first sale of land (land promoters) and first sale of flats (builders) along with phased deposit of title deeds will be subject to absentee registration with effect from August 17 as part of Phase I of the ‘Registration Anywhere’ initiative. It is part of the implementation of Simplified and Transparent Registration Management (STAR) 3.0, which will replace the existing STAR 2.0 with innovative, cutting-edge technologies.
Talking to reporters after presiding over a meeting with registration department officials in Chennai, the minister said that once the document submitted by the user is approved by the sub-registrar, the digitally signed document can be downloaded through an online portal. Measures are underway to enable users to create login details on the Registration Department portal.
He said that UIDAI approved L1 fingerprint scanner, iris scanner and web camera will be required for the online registration process. He also said that if the sub-registrar raises any queries regarding the documents sent, the user will be given a period of 30 days to reply online, after which the registration will be deleted based on verification.
To implement the new system, the government conducted capacity building programs for stakeholders including bankers, NBFCs, document writers, advocates and CREDAI representatives on June 10 and 12, the GO said.
Further, the registration department will introduce a toll-free number through which the public can file their complaints and they will be redressed promptly, the minister said, adding that the department has set a target of generating ₹31,000 crore revenue this year.
Within a short time after the new government assumed office, transfer orders were issued for sub-registrars. A total of 259 sub-registrars were transferred and posted. Steps are being taken to fill up the vacancies quickly, he said.
While presiding over a review meeting of the registration department on July 6, Chief Minister C. Joseph Vijay gave specific instructions that there should be no inconvenience to the public visiting sub-registrar offices, Mr. Tamilselvan said.
Furthermore, the minister called on the public to contact the sub-registrars and clerks of the registration department with any questions and not to act as intermediaries.
