
Oman has launched a cultural visa to attract world-class artists and researchers, supporting the nation’s Vision 2040. The initiative is part of a wider strategy to strengthen immigration reforms and cement the Middle Eastern country’s position as a regional center for arts and culture.
What is a cultural visa?
A cultural visa is a permit that allows foreigners to enter the Sultanate of Oman for cultural reasons. It is awarded at the request of the competent authority, which takes responsibility with the host organization, such as the Ministry of Culture, Sports and Youth, an academic institution or a cultural center, for responsibility for the applicant.
Why was the cultural visa introduced?
The Omani government introduced the cultural visa to provide a clear legal framework to regulate the entry and stay of foreigners for cultural purposes, thereby reducing the need for additional visas.
It also seeks to promote Omani culture by facilitating the exchange of expertise and organizing joint events, while assisting the country’s cultural institutions in hosting international talent and delegations. This is in line with Oman’s Cultural Strategy 2040, which aims to create an open knowledge society that is globally connected.
Who is eligible for a cultural visa?
A cultural visa will be granted to foreigners who come to Oman to participate or engage in cultural activities such as —
- Temporary residence for the purpose of cultural exchange or artistic training.
- Academic or research collaboration in the field of culture, arts and heritage.
- Participation in literary and intellectual conferences or festivals.
- Participation or organization of cultural and artistic events and exhibitions.
In addition, a special clause has also been included to facilitate the issuance of a cultural entry visa to the spouse or first degree relative of an applicant who is entering for cultural reasons.
How much do you have to pay to get a cultural visa?
A cultural visa is offered for different durations. A one-year visa costs approximately 50 Omani Rials ₹11,500. A visa for five or ten years also costs 50 rials per year.
What is the deadline for using a cultural visa?
The visa must be used within three months of its issuance; otherwise it will expire.
Why is a cultural visa important?
According to the Omani government, the promotion of cultural tourism is a key contributor to the national economy by welcoming professionals, researchers and creators to the cultural sector, thereby promoting knowledge transfer and exchange of experiences.
By introducing the cultural visa, it therefore aims to facilitate the legal registration of foreigners involved in cultural activities and to ensure compliance with the regulations under the supervision of the relevant authorities.
