Odisha government plans 870-acre Silicon Valley hub in Cuttack’s Naraj for semiconductor and IT projects

The Mohan Majhi government has announced plans to develop Odisha Silicon Valley on an area of 870 acres near Naraj in Cuttack district, which will host all major semiconductor, electronics and IT projects.
“The area for Odisha Silicon Valley at Naraj offers a very advantageous strategic location in terms of connectivity and industrial infrastructure. With seamless connectivity to the Cuttack-Bhubaneswar urban corridor, the location also provides efficient multi-modal access to major ports like Paradip and Dhamra along with connectivity to key national highways,” said Mr. Majhi during his visit to SEMICON18 in India, Friday, September 20, 2026).
“Naraj will be a potential strategic hub for semiconductor supply chain, logistics and allied industries,” the Odisha CM said in a statement.
“Semiconductor manufacturing facilities and assembly units require reliable access to significant amounts of water and power, and the site’s proximity to the Mahanadi River provides a significant locational advantage to meet industrial water requirements. Combined with the connectivity and infrastructure potential, Naraj offers a strong foundation for the development of a world-class semiconductor and electronics ecosystem,” he pointed out.
Stating that Odisha is looking to build on its growing investment pipeline and attract the next wave of investment across the semiconductor value chain, he informed that the state government has received investment proposals worth around ₹23,600 crore and the potential to create 6,100 jobs, a major step towards building a robust semiconductor and electronics ecosystem.
According to the chief minister’s office, Mr. Majhi interacted with delegations from Japan, Sweden and Taiwan.
In line with the support policy, Odisha has extended 25% additional fiscal support to projects approved by the India Semiconductor Mission in semiconductor equipment manufacturing, semiconductor gases, raw materials and supply chain segments. The current policy framework also provides support for the relocation of engineers, workforce qualification, internships, international patents and research and development.
