The Karnataka government on Tuesday launched an automatic mutation system that allows agricultural land owners to make changes in khats from their mobiles without visiting revenue offices.
Although this method was in force from 2024, it was limited to cases where no notification was required. The new initiative would now allow changes to be made in all cases online on khatas.
Notice period
While launching the scheme, Revenue Minister Krishna Byre Gowda said that applications under this facility can be made through the Bhoomi portal. For general cases, there will be a seven-day notice period during which anyone could file objections through this portal. The khata would automatically change on the eighth day if no objections were raised.
However, the notice period would be extended by 15 days for cases seeking changes in the khata for reasons other than registration. Even in these cases, the change would automatically take effect on the 16th, if there were no objections, he noted.
The revenue minister said the new system was successfully implemented in Mandya district on a pilot basis a month before the nationwide launch.
The minister pointed out that earlier during the process of making khat changes, people had to face a lot of inconvenience as they had to physically visit the revenue offices. The indifferent attitude of some officials as well as the role of intermediaries complicated the whole process, he noted. However, the new system would greatly simplify and simplify the process. This would also help tax inspectors as their workload would also be reduced, he explained.
The revenue minister appealed to people to link their Aadhaar with RTC (Records of Rights, Tenancy and Crops) to strengthen their property rights by preventing illegal transactions in their properties.
He explained that linking Aadhaar with the RTC would help the land owners as they would receive alert messages if there are any changes in the RTC. Owners would also be notified if any court order is listed in their RTC or any other person’s name is added to the records. This, he said, would help prevent illegal transactions.
