No new Aadhaar cards for adults in Assam without special verification process

The Assam Cabinet has decided to stop issuing Aadhaar cards in the state through the regular enrollment process to people aged 18 years and above. The decision is aimed at preventing illegal immigrants from getting a unique identification number, Chief Minister Himanta Biswa Sarma said on Saturday (Jun 13, 2026).

He said the Cabinet has approved a ban on new Aadhaar enrollment in Assam for adults except people with disabilities and people from Scheduled Caste, Scheduled Tribe and tea garden communities. The exemption for applicants in these categories will remain in place until March 2027.

“The restrictions will not apply to persons below 18 years of age,” the chief minister said.

Special verification process

Under the plan, every ‘genuine’ person above the age of 18 who applies for an Aadhaar card will now have to go through a special verification process through the office of the concerned district commissioner. In such cases, the District Commissioner will be required to submit a proposal to the government, which will take the final call for processing Aadhaar cards.

The Chief Minister said that Aadhaar cards are still being issued, though Assam has reached saturation of Aadhaar enrollments, with some districts recording up to 115% issuance.

“Since Assam has already achieved 100% Aadhaar saturation, there are concerns about who is taking Aadhaar cards. We don’t want any illegal immigrant to get Aadhaar,” he said, adding that the intention was to stop “leakage” in issuing Aadhaar.

Implementation of VB-GRAMG

The Assam Cabinet also approved the implementation framework of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 for the state. It will be implemented from July 1.

“The budget allocation for the Act is ₹ 2,000 crore and under the Act 125 man-days will be provided for direct wage employment. Moreover, the Act will emphasize asset creation as a result of man-days in addition to providing employment,” the government said in a statement.
