Janata Dal-(United) president Nitish Kumar was on Wednesday (Nov 19, 2025) unanimously elected as the leader of the National Democratic Alliance (NDA) legislature ahead of the formation of a new government under his leadership in the state on 20 November.
Mr. Kumar, who will be sworn in as the Chief Minister of Bihar for a record 10th time, was elected as the leader of the JD-(U) legislature party for the first time during a meeting with the new MLAs held at his official residence in Patna.

Samrat Choudhary and Vijay Kumar Sinha were also elected as the leader and deputy leader of the BJP legislature party during a meeting held at the BJP state headquarters.
Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya, who was appointed as the central observer for the Bihar legislature party leader election, proposed the names of the two leaders and the remaining MLAs seconded the proposal.
This makes it almost certain that Mr. Choudhary and Mr. Sinha will continue as Deputy Ministers as in the previous government.
Later, a meeting to elect the NDA leader was held at the Central Hall on the assembly premises where all the top leaders of the NDA wing including Lok Janshakti Party (Ram Vilas) Chief Chirag Paswan, Rasthriya Lok Morcha (RLM) Chief Upendra Kushwaha and Hindustani Awam Morcha (Secular) along with party founder Jitan Ram Manjhi and its party president Jitan Ram Manjhi were present.
Mr. Choudhary suggested Mr. Kumar’s name, after which senior BJP leader Dharmendra Pradhan asked everyone to raise their hands in support of the motion, following which Mr. Kumar was unanimously elected as the leader of the NDA legislature party.
Mr. Kumar along with all top NDA leaders went to Raj Bhavan where he submitted his resignation to Bihar Governor Arif Mohammad Khan as the Chairman of the outgoing government.
During his meeting with the Governor, Mr. Kumar submitted a list of NDA MLA deals to the Governor, betting on the formation of the government.
Mr Khan accepted the resignation and called upon him to work as acting chief minister until a new government is formed.
“Chief Minister Nitish Kumar submitted his resignation to the Governor today and he accepted it. Pending the swearing-in ceremony, the Governor has agreed to continue as caretaker Chief Minister,” Jaiswal said.
Mr Kumar will be sworn in at 11.30 am at a grand function organized at Gandhi Maidan in the presence of Prime Minister Narendra Modi, Union Minister Amit Shah, BJP President JP Nadda, Defense Minister Rajnath Singh and several other Union Cabinet Ministers.
Bhojpuri actor, singer and BJP MP Manoj Tiwari along with folk singer and BJP MLA Maithili Thakur are likely to perform.
Two stages have been set up for the ceremony, which will also see the participation of chief ministers of 11 NDA- and BJP-ruled states. Invitations were also sent to over 150 guests.
Apart from Mr Kumar, other leaders likely to take oath include Mr Choudhary and Mr Sinha as Deputy Chief Ministers.
Other leaders from the BJP quota include Mangal Pandey, Neeraj Kumar Bablu, Nitin Nabin, Renu Devi, Nitish Mishra, Sanjay Saraogi and Hari Sahni.
From the JD-(U) quota, possible names likely to get ministerial berths include Bijendra Prasad Yadav, Ashok Choudhary, Shravan Kumar, Leshi Singh, Jama Khan, Ratnesh Sada, Sunil Kumar and Madan Sahani.
Mr. Paswan’s party also has potential candidates like Raju Tiwari, Murai Prasad Gautam and Sanjay Paswan, while from RLM, Mr. Kushwaha’s wife Snehlata may get a ministerial post, while Mr. Manjhi’s party is likely to repeat Mr. Suman for the ministerial post.
