TR to PR path: 33,000 temporary foreign workers to obtain permanent residence
Canada recently “soft-launched” the Temporary to Permanent Residency (TR to PR pathway) program, which will grant permanent residency to 33,000 temporary foreign workers.
The department’s 2026-2027 plan released by Immigration, Refugees and Citizenship Canada (IRCC) on March 13 says up to 33,000 temporary workers will be transitioned to permanent residence in 2026 and 2027.

It further clarifies that “the 33,000 slots are in addition to regular permanent residency targets, not a replacement for existing programs such as Express Entry or the Provincial Nominee Program”.

A statement posted on the Government of Canada website reads: “New arrivals of temporary residents will drop from 673,650 in 2025 to just 385,000 in 2026, a 43% reduction in a single year.”
“This includes both international students and temporary workers coming to Canada for the first time,” he added.

1. Master’s and doctoral students enrolling in public designated educational institutions will be exempt from the provincial or territorial letter of attestation requirement under the federal cap for study permit applications.
“This exemption recognizes the contribution of graduate students to Canada’s research and innovation ecosystem,” the statement added.

2. Doctoral applications and Global Skills Strategy applications will be processed on priority with a target turnaround time of 14 days.
3. IRCC will continue to verify acceptance letters from designated educational institutions and monitor compliance rates through biennial reports.
Objectives of permanent residence for a period of 3 years
Canada’s immigration levels plan sets total permanent residency targets at 380,000 for each year from 2026 to 2028, with an operating range between 350,000 and 420,000 to allow for flexibility based on processing capacity and global conditions.

The government’s statement highlighted its “strategic focus on attracting skilled workers who can fill critical workforce gaps in priority sectors, including health, new technology and skilled trades”.
Canada’s Humanitarian Commitments: The statement also mentions additional entry spaces beyond the above targets to meet Canada’s “humanitarian obligations”. This includes a one-time initiative to process approximately 115,000 applications for permanent residence from protected persons in Canada over two years.
Citizenship and Passport Program Update
IRCC said the online citizenship test has become the default method for applicants aged 18 to 54, with up to three attempts allowed.
“The department is targeting at least 80% of citizenship applications to be completed within 12 months, with at least 96% of citizenship decisions meeting quality management program standards,” he added.

The Immigration Department further informed that a a new system is being deployed to support the processing of passports abroadimproving service delivery for Canadians living or traveling overseas.
“Quality targets include at least 90% of travel documents meeting Passport Quality Management Program standards and less than 2% of total travel documents meeting the terms of the error waiver policy requiring document replacement,” the statement said.
