Naidu sets GSDP growth target of 15% and unveils data-driven management plan

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday unveiled a management plan aimed at data-driven administration, faster delivery of public services and sustainable economic growth, setting a target of 15% growth in gross state domestic product (GSDP).

Addressing the Ministers, Secretaries and Heads of Departments of the State Secretariat, Mr. Naidu said that Andhra Pradesh has become the first state in the country to institutionalize Monthly Economic Reports (MER) to monitor GSDP growth, revenue collection, departmental performance and administrative efficiency. According to him, the reports will facilitate evidence-based policy making, improve accountability and enable ongoing monitoring of governance outcomes.

Highlighting the state’s industrial strategy, Mr. Naidu said Andhra Pradesh aims to transform itself from an agriculture-based economy to an industrial hub by leveraging its regional strengths. He cited horticulture and mineral resources in Rayalaseema, aquaculture along the coast and value addition to minerals such as rare earth elements, silica and granite through industrial processing. Sound policy must be backed by effective implementation, he said.

On governance reforms, the chief minister directed departments to clear the backlog of cases in the Public Grievance Redressal System (PGRS), especially those related to land. He said the government was continuing to distribute digitally verified pattadar passbooks under the resurvey scheme and called for legal and procedural reforms to strengthen grievance redressal.

Mr. Naidu said the use of artificial intelligence in revenue administration and management contributed to a 24% increase in revenue collection this year. Noting that Andhra Pradesh has registered 10.75% growth in GSDP, he asked the officials to work towards the 15% target.

The chief minister also directed senior officials to spend more time in the field to better understand public concerns. Reaffirming the government’s infrastructure agenda, he said the Polavaram project would be completed by March 2027, with Godavari water reaching Anakapalli through the Left Main Canal by August 14. The first phase of the Veligonda project will be dedicated to the nation on September 1, he said.

Mr. Naidu said that 36 irrigation projects have been implemented on priority and added that the Monthly Economic Reports will serve as an important tool for monitoring governance and strengthening accountability.
