Mysuru Zilla Panchayat CEO S. Yukesh Kumar on Thursday directed banks not to deduct Gruha Lakshmi scheme funds for loan repayments, saying the beneficiaries must receive the full amount of assistance for humanitarian reasons.
Addressing a meeting of the District Guarantee Implementation Committee held at the Zilla Panchayat, he also instructed officials to immediately stop payments to Gruha Lakshmi in cases where the beneficiaries died.
District Guarantee Schemes Authority President Arun Kumar, presiding over the meeting, directed officials to ensure that all eligible beneficiaries in the district get the benefits of the five guarantee schemes.
Senior officials from the women and child development department clarified that income tax payers are not eligible for the Gruha Lakshmi scheme as per the existing rules. However, they said eligible beneficiaries who were left out would be included.
Mr. Arun Kumar also instructed the food department to widely publicize the re-opening of the BPL card application portal for eligible applicants to apply and noted that BPL cards are essential for availing subsidized treatment and scanning facilities in hospitals.
He further directed transport authorities to install RO drinking water units at bus stands and display hoardings informing passengers about online ticket payment options in KSRTC buses.
The authority’s vice-chairman Shivakumar has expressed concern over payments that continue to be made to deceased beneficiaries. He suggested adopting technology to automatically stop payments once a recipient’s death is recorded and called for the return of funds already transferred after his death.
Officials from the food and civil supplies department said Mysuru district has 6,80,301 ration cards and about 23,000 cards have been shifted from BPL to APL category because the holders were income tax payers or owned more than 7.5 hectares of land.
CESC Superintending Engineer Sunil said that 9,68,228 beneficiaries have registered under the Gruha Jyoti program in the district while 6,548 registrations are still pending. About 60% of the beneficiaries get zero electricity bills, while the remaining 40% pay bills due to consumption exceeding the prescribed average limit, he added.
