The Ministry of Science and Technology that answers the same question in the parliament, which was the first state to introduce scientific policy after independence, gave two different answers three years apart. In 2022, their answer was Gujarat and in 2025 they reported that it was Kerala.
Both questions were asked by the Communist Party of the Indian MP in Rajya Sabha P. Sandosh Kumar. In 2022, Mr. Kumar asked the ministry: “Whether any state government started scientific policy from independence?”
The Ministry replied: “Yes, Lord, Gujarat brought his scientific technology and innovation policy in 2018”.
Mr. Kumar asked the question again on 13 March, this time he limited her a little differently. He asked the ministry to stand, “The first state in a country that introduced scientific policy after independence?”.
The Ministry replied: “Kerala was the first state to introduce scientific and technological policy after independence in 1974.”
He explained various answers to the same question, and Mr. Sandosh warned her of the Secretariat of Rajya Sabha and the office of chairman Jagdeep Dhankhara. He said that these answers are a mere symptom of a major problem that is the result of a lack of government against parliament.
There are many such examples with several other ministries and departments, he said. “The primary mandate of parliament is to keep powerful responsibility. Parliamentary questions are a primary tool for this. This kind of irresponsible and occasional way of answering the questions defeats the purpose itself,” he said.
