
Maharashtra, Gujarat and Karnataka appeared in 2025 as top states, dominated by the western and southern regions of the dominant upper level of the latest evaluation.
Now in its second edition, the annual ranking of Indian countries across seven pillars – economic, fiscal, infrastructure, financial development, social, administration and environment – using 50 indicators.
Maharashtra took the highest overall position, supported by consistent power across financial, economic, fiscal and social metrics. Gujarat led in economic performance, while Karnataka excelled in industrial and environmental indicators. The report emphasizes the regional pattern: Western states have been placed on a fiscal and economic parameter, while the southern states have gone through administration, environment and social results.

Goa ranked at the highest level between northeast, hilly and small states, with strong performances in financial development, infrastructure and fiscal indicators. The Union’s territory has not been included in the analysis.
“It is a quantitative evaluation of the potential of states in terms of sustainable and fair growth and is also a reflection of the investment attraction of these states. The aim of this report is to present a holistic image that supports informed decision -making,” said Rajani Sinha.
The highest economic rank of Gujarat was powered by a strong domestic product of the gross state per capita (GSDP), high direct foreign investment (FDI) as a share of GSDP and the robust gross formation of solid capital (GFCF) for industries. Maharashtra and Karnataka followed a high share of industry and services in gross added value (GVA) and a remarkable performance of direct foreign investments.

Odisha reached the peak of the fiscal pillar and well recorded the deficit of income, interest payments, debt level and fiscal warranty. Maharashtra also led in financial development, supported a strong credit payment by banks and NBFC and high penetration of mutual funds and health insurance.
Punjab and Haryana were best placed in the infrastructure, with a higher score of energy availability per capita, rail density and clean irrigated areas. Kerala led to social indicators, while Andhra Pradesh reached the peak of the government pillar, gaining high business, judicial efficiency and administrative power.
Karnataka, Telangana, Andhra Pradesh and Tamil Nadu performed in the environmental performance, led by Karnataka in air quality and renewable energy, and telangana well scored a change in forest cover and access to drinking water.
