
The Lok Sabha on Monday passed the Manipur Goods and Services Tax (Second Amendment) Bill-2025, which will replace the Ordinance, PTI reported.
The Manipur Goods and Services Tax (Second Amendment) Act, 2025 will replace the Manipur Goods and Services Tax (Second Amendment) Ordinance which was promulgated on 7 October 2025.

The 56th GST Council, comprising the Center and states, has decided to rationalize GST rates on about 375 items by merging the 5, 12, 18 and 28 percent slabs into 2-5 and 18 percent. A 40 percent rate was proposed for ultra-luxury goods.
The new tax rates were introduced on September 22.
For the changes in GST rates on goods and services to be effective, state GST laws had to be changed.
Manipur is currently under President’s Rule.
Earlier in the day, during the 12 minutes of zero hour, Finance Minister Nirmala Sitharaman introduced three bills in addition to presenting additional demands for grants for 2025-2026.
Two Bills have been introduced on excise duty on tobacco and tobacco products as well as a new tax on pan masala production. These are the Central Excise (Amendment) Act, 2025 and the Health Security and National Security Act, 2025.

The government introduced 13 bills for consideration during the winter session, many of which were not considered by the standing committee.
Other legislative proposals likely to be passed in this winter session include the Jan Vishwas (Amendment of Provisions) Bill, 2025; Insolvency and Bankruptcy (Amendment) Act 2025; repealing and amending bill, 2025; National Highways (Amendment) Act, 2025; Atomic Energy Bill, 2025; The Corporate Laws (Amendment) Act 2025; Securities Markets Act (SMC) Act, 2025; Insurance (Amendment) Act 2025; Arbitration and Conciliation (Amendment) Bill, 2025; and Indian Higher Education Commission Bill, 2025.
The Lok Sabha was adjourned for the day amid opposition
As opposition MPs continued to protest, the House was adjourned for the day to reconvene on 2 December.
Opposition leaders, emerging from an all-party meeting on Sunday, said they would push for a debate on SIR.
The Election Commission has announced SIRs in Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

Among them, Tamil Nadu, Puducherry, Kerala and West Bengal will go to polls in 2026. In Assam, where polls are also due in 2026, a revision of electoral rolls has been announced separately. It is called “Special Review”.
