The Union Ministry of Home Affairs (MHA) on Tuesday (November 9, 2025) informed the Lok Sabha that the West Bengal government has approved the allotment of necessary land in 2023 for the construction of Integrated Check Posts (ICPs) including Ghojadanga, Fulbari, Hili and Mahadipur along the Bangladesh border, adding that the process of land acquisition is in various stages.
Bharatiya Janata Party (BJP) MP Jagannath Sarkar asked in the Lok Sabha whether there was a delay on the part of the West Bengal government in handing over land to the Center for the construction of four ICPs.
“Following approval by the Cabinet Committee in 2018, the Central Government is intensively discussing the matter with the State Government of West Bengal for allotment of required land for seven ICPs including Ghojadanga, Fulbari, Hili and Mahadipur. The State Government of West Bengal has given approval for land acquisitions, only for seven ICPs223 for setting up ICPs
Pursuant to the approval, the Central Government has made the required payment to the State Government of West Bengal for the cost of the land in the same financial year 2023-2024 and is thereafter continuously pursuing the matter of handing over the land for the said ICPs namely Ghojadanga, Fulbari, Hili and Mahadipur. The land acquisition process is at various stages for these four ICPs,” Home Minister Nityanand Rai said in a written reply.
Setting up an ICP involves several phases including pre-feasibility study, land acquisition, preparation of detailed project report or DPR, feasibility study, approvals, tendering etc., which vary depending on location, norms and assumptions, the reply added.
