Kerala to set up Academic Syndicate for Higher Education Administration; commits to steps to limit academic migration

Kerala Governor Rajendra Vishwanath Arlekar on Friday (May 29, 2026) announced that the state government will set up an Academic Syndicate as an apex body to coordinate administrative and management matters in the higher education sector. The proposal is said to be part of a wider effort to modernize and strengthen education in Kerala.
In his policy address in the Legislative Assembly, the Governor said the government would focus on developing globally competitive higher education institutions in Kerala to curb academic migration and retain talented students in the state. Measures would also be taken to ensure that degrees approved by the University Grants Commission (UGC) are recognized in the state in a uniform and transparent manner.
The speech emphasized that education remains one of Kerala’s greatest strengths and that the future of the state largely depends on the quality, accessibility and relevance of its education system. The government, the governor stressed, is committed to modernizing the sector while fully preserving its social character and accessibility.
The policy solution further proposed the creation of a national apprenticeship exchange platform linking students and industry.
Jawaharlal Nehru Science Centres
The government also plans to set up Jawaharlal Nehru Science Centers to inculcate scientific temperament among students. It is also proposed to start a ‘Semester in Kerala’ program and boost academic tourism.
The Governor has announced that the number of Plus Two seats in all constituencies will be increased as needed.
The government hopes to upgrade government schools and colleges with modern facilities, digital learning systems and better academic standards. Skill development programs would also be expanded to improve employability and industrial readiness among the youth.
Besides, higher education institutions would be encouraged to become centers of excellence, innovation and research through stronger collaboration between academic institutions, industry and research organisations, the governor said, adding that the aim was to ensure that Kerala’s graduates remain globally competitive.
