
The day after the MSC Elsa 3 declared a disaster specific to the state, the government of Keraral introduced several committees that deal with related matters, including involvement in MSC, container owners.
“Cooperation with MSC is immediately required for institutional organization to create a financial package for the use of the State Government for assessing risks and damage, management and corrective measures, including compensation,” the government noted in the order on Friday. This seven -member panels are chaired by another main secretary (finance).
The secretary of the members of the Kerala State for the management of disasters (KSDMA) will act as the only node point for contact with MSC, he said.
The government appointed a special secretary, the Ministry of the Environment as the main official for the evaluation of impacts. The officer will consider and will be headed by a multidisciplinary team that will deal with the assessment of impacts, renewal and remedies across sectors.
To alleviate the impact of “potential coastal pollution”, the government has created a two -stage institutional mechanism. The eight -member state level panel is chaired by the Ministry of Secretary, Science and Technology. “The Committee shall take measures to conduct the activities of pollution control at the level of the districts through political orders, advice, providing resources and support of the environmental department in conducting and remedy studies,” the government order said.
The six -member panels at the district level will be chaired by the concerned collectors of the districts.
The secretary, the Ministry of Science and Technology, was further marked as the main advisor to the Department of the Environment. The officer, together with a member of the KSDMA, will advise the State Council for Control of Pollution and District Administration in matters concerning ecological replacement and fighting against environmental pollution.
The government declared the wreck of MSC Elsa-3 a disaster specific to the state, “with regard to the potentially serious environmental, social and economic impact of the ship’s debris”.
Meanwhile, the Lighthouse and Lightships Directorate issued orders assigning virtual AIS (automatic identification system) wreck for the wreck of MSC Elsa-3.
