Given that the Indian Constitution was framed in abnormal circumstances, such as extensive communal violence and bloodshed after division, the Framers of the Constitution provided it with very strong centralizing features and emergency provisions. However, the political scenario has become a “uniform nature” even in these normal times, said Chief Minister Keral Pinaraya Vijayan on Thursday in Madurai.
When he was engaged in a seminar about “Indian power is federalism” organized by the Communist Party of India (Marxist) within Congress 24. Party, he said that Article 356 was the most overused provisions of the Constitution. Mr. Vijayan said that his excessive use was believed by the chairman of the Constitution of the Constitution, Dr. Brus that this article will remain a dead letter.
He said that many states supported by the opposition were at the end of the arbitrary action of the governors who had no discretion powers of the veto to perform draft laws approved by legislative assembly and the states were forced to move the Supreme Court.
Another problem was the constantly expanding concurrent list that interferes with the legislative domain of the states, he noted. “It should be noted that there is no consultation with states where the Union’s government concludes international treaties that greatly affect states such as those concerning the prices of agricultural products.”
He stated that Sangh Parivar said the influence of Sangh Parivar on university institutions in the country that the Government of the Union led by the BJP tightens its communal adhesion to many institutions that were largely created through state legislation and essentially financed by state governments.
Dr. Ambedkar in the assembly folder spoke of the “limited extent” of central authority in coordination and determination of university degree standards. “But the current proposal for the Commission for the University Commission is trying to completely exclude the state government from any role on the university, such as the appointment of vice -chairwoman,” he said.
Given that state governments provide significant funds to higher learning centers, they are obliged to ensure quality education and whether secular values have been protected and scientific temperament was supported, Mr. Viajayan noted.
“But when the states are kept outside and prevent these duties, it would be an anti-federal and undemocratic act aimed at supporting the guerrilla political and communal interest of the ruling party on Wednesday and its collaborators,” he noted.
Attempts to provide citizenship based on the religion of those who migrate to the country were another act of trade union government led by the BJP to force state governments to perform actions that topped the secular structure of the country, emphasized.
“The projection of authoritarian tendencies supported by the corporate agenda and the forces of the majority community and the protection of democracy, secularism, socialism and the rights of states must be emphasized by symmetrical relations between the Union and the states as an important board,” Mr. Vijayan said.
Minister Tamil Nadu MK Stalin; Karnataka Minister of Higher Education MC Sudhakar; Leaders of CPI (m) Prakash Karat, K. Balakrishnan and P. Shanmugam; and Madurai MP Su. Among other things, Venkatesan was present at the event.
