Even as sugarcane growers launched a protest on Tuesday, Sugar and Textiles Minister Rudrappa Lamani said Karnataka was trying to implement a scientific and transparent system to ensure fair returns to sugarcane growers by addressing key issues related to cane weight, sugar sourcing, harvest schedules and payment procedures.

After a high-level meeting in New Delhi chaired by Union Agriculture Minister Shivraj Singh Chouhan and Union Food Minister Pralhad Joshi, the state will conduct a regional study on optimum harvesting periods and recovery levels. The findings will be presented to a proposed high-level joint committee comprising representatives of Karnataka, Maharashtra, the Centre, sugar mills, agricultural scientists and farmers’ groups.

“We need a scientific assessment of when sugarcane should be harvested so that farmers get maximum weight and recovery. Harvesting practices must not disrupt the income of growers,” Mr Lamani said.

Guarded bridge scales

In response to widespread complaints of weighing irregularities in sugar mills, the state is evaluating independent weighbridges under government supervision in critical areas.

“Not even a kilogram of sugarcane should be unjustly forgotten. Farmers must have complete confidence in the process,” the minister said, adding that he would consult the chief minister about the finalization of the mechanism.

The state also plans to push for clearer calculations regarding utilization rates and deductions for post-harvest waste. While Karnataka already has statutory provisions for an additional sugarcane price above the fair and profitable center price (FRP), the government is reviewing the state-advised price (SAP) and alternative regional pricing models to ensure more predictable returns.
