The state government is ready to create a commission for the definition of a single department for all five urban corporations, which is likely to be led by the main civic commissioner.
The exercise will not be carried out separately for each of the five corporations, although the cabinet has cleared the amendment to the Larger Bengalur Management Act, 2024 to prepare a separate list of voters for corporations.
Representative of the main minister and Minister of Development Bengalur DK Shivakumar recently said that the final announcement of five corporations will be issued 2 September and the definition will begin on 3 September. The final list of departments will be announced by November 30.
Similar size department or the same number of departments?
According to the Act on Administration of Public Bengalur, 2024, each corporation can have up to 150 departments. However, the population of these corporations differs from 1.3 million to east to 4.5 million in the west. “We can say that in each corporation we will solve the same number of departments, somewhat closer to 150, which will give us a department in each corporation of different sizes. The second approach is to repair the average size of the population throughout the city, giving us a different number of departments of a similar size,” he explained in every corporation, “he explained in every corporation.
Civic activist Ashwin Mahesh claimed that each area should be allowed to have its own trajectory and the definition should be carried out separately for each corporation, which determines the ideal size of the department.
However, the Mukunda NS from Bengalur Praja Vedike claimed that corporations were already uneven in terms of their income, and the uneven separation of the population would maintain more inequality. “If the definition of the department was carried out separately for each company, in the eastern corporation the size of the department would be around 8,000, while in the West it would be more than 40,000, which is unfair. There is a key representation in the city.”
The official of the city development department told Hindu that the way the department will be carved is the privilege of the commission. Given that the government sets up only one commission, this suggests that the Commission will remedy the average size of the department and carve the ward to ensure that the size is around, added the official.
Another official involved in the exercise stated that the number of departments in these corporations may be between 70 and 150, and the size of the department can also be between 15,000 and 30,000.
Definition based on the census in 2011
Meanwhile, according to the legal rules, the definition of the department can only be carried out on the latest data on the census, which in this case the 2011 data, according to which the population of the Bengaluru 85 Laky, while the projected population is 1.44 crore.
The spatial distribution of this population growth is also distorted more towards the southeast Bengalur, which was relatively lower in 2011. “The department defined on the basis of the census in 2011 would mean that it would be dead on arrival.
