The Legislative Assembly on Tuesday passed the Greater Bengaluru Administration (Second Amendment) Bill, 2025, which seeks to include members of the Lok Sabha, Rajya Sabha, Legislative Assembly and Legislative Council as members of the Greater Bengaluru Authority (GBA) if they fall under its jurisdiction.
Deputy Chief Minister DK Shivakumar, who piloted the bill, said the names of some elected representatives, including Rajya Sabha MP Sudha Murthy and Chickballapur MP K Sudhakar, were omitted from the GBA as its members, though they fell under the GBA’s jurisdiction. The proposed change would allow their names to be added.
Ex-officio members
It also aims to include the Chief Secretary, Additional Chief Secretary, Urban Development Department and Additional Chief Secretary/Chief Secretary, Finance Department as ex-officio members of the GBA.
The bill also envisages the inclusion of ACS in the Department of Urban Development as a member of the GBA Executive Committee.
It also provides for the redistribution of districts with regard to the newly incorporated local parts, which will be carried out within a specified period.
The deputy minister agreed with the opposition MPs’ proposal to waive the provision on the appointment of nominated members to the GBA.
BJP member S. Suresh Kumar had earlier said, “There are 369 members in the GBA. If the government adds one nominee for every 20,000 population, there will be another 369 members. That would cause confusion.”
Changing houses
The Deputy Chief Minister also supported Leader of Opposition R Ashok’s views that the trend of Rajya Sabha and Legislative Council members frequently changing their addresses to get voting rights in various local bodies should be discouraged.
