The Government of Jamm and Kashmir approved a proposal for the employment of former servants (ESM) on Wednesday (May 14, 2025) through the Ministry of Social Security in Jamm and Kashmir to ensure a major infrastructure in the Union.
According to an military official, 4,000 former volunteers were identified for this initiative and the list of critical infrastructure they will protect is dynamic and based on threat assessment. “Among them (4,000 volunteers) have 435 individuals licensed personal weapons, which significantly increases the ability to respond effectively to localized security situations,” the official added.
These ESMs will be used to protect critical infrastructure in all 20 districts of Jamm and Kashmir, including power plants, bridges, government installations and other vulnerable points, the officials said. The initiative builds on previous success during the COVID-19 pandemic, where 2,500 ESM has voluntarily developed to support administration.
ESM volunteers will serve in the overall coordination of the relevant Sainik Welfare district officers (DSWOS) and will operate in close coordination with the district administration and local police. The district collectors of the relevant districts will decide what projects or infrastructure will be employed, the military official said.
Regarding their role and duties, the officials stated that the ESM role would be a warrior that would focus on the duties of a static guard, a deterrence based on the presence and local coordination. “Uniforms and basic equipment will be provided through the Sainik Welfare Board Council with administrative support of the district authorities,” the official said.
Training and orientation programs are planned to ensure standardized behavior and efficiency.
