Jammu and Kashmir Governor Manoj Sinha chaired a high-level meeting in Jammu on Sunday (Nov 23, 2025) in the wake of the alleged link between Kashmiri locals to an inter-state terror cell and blast near the Red Fort.
Top officials of the Army, J&K Police, CRPF, Intelligence and Civil Administration attended the meeting at the Jammu Convention Centre.
An official spokesperson said the Governor congratulated the Jammu and Kashmir Police for their thorough investigation and quick response in busting the pan-India terror network.
“Our 360-degree approach to combating terrorism with massive crackdowns on terrorist financing, narco-terrorist nexus, Over Ground Workers (OGW) and sympathizers is aimed at dismantling the entire support structure for terrorists. Our coordinated efforts will ensure that the remnants of terror,” said Lietenant Jaor, Lieutant Jaor said.
The lieutenant governor directed officials to remain alert and vigilant to emerging security challenges.
The Lt. Governor emphasized the policy of zero tolerance towards terrorism and asked the officials to take sternest action against the followers of terrorism, OGWs and terrorist elements trying to radicalize the youth.
He ordered officials to intensify intelligence operations against terrorists and focus on monitoring digital platforms used by terrorist organizations for radicalization and funding.
At least eight locals, including three Kashmiri doctors, have been arrested in connection with the inter-state terror cell and Red Fort blast that left 15 civilians dead.
Kashmir has seen a sharp rise this year in the number of local doctors who have allegedly joined terrorist ranks, a trend that security analysts find worrisome. One such doctor, Dr. Umar Nabi from Pulwama, allegedly drove a car loaded with explosives into the Red Fort.
The discussion also included strengthening security measures both inland and along the Line of Control (LoC).
More than 600 locals and many houses of J&K residents living in Pakistan and Pakistan Occupied Kashmir (POK) were detained after the Red Fort blast in Kashmir. Crackdowns against fertilizer sellers and car dealers were also strengthened.
