Japanese Prime Minister Sanae Takaichi sent a message to the North Korean government regarding its proposal to hold the summit, Kyodo News reported Monday.
Takaichi spoke at the rally about the return of Japanese nationals abducted by North Korea in the 1970s and 1980s, according to Kyodo.
The Japanese government officially lists 17 people as abducted during that period and suspects that Pyongyang was involved in many other disappearances, Kyodo previously reported.
