The Jammu administration on Thursday (February 12, 2026) banned “cross-gender massage” and banned screwing of massage rooms from inside, citing Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, a law that deals with issues of harassment or contained danger.
“Cross-gender massages must not be allowed. Male masseurs will be provided for male massages and masseuses (masseuses) only for female massages,” reads the order issued by Dr. Rakesh Minhas, Judge Jammu.
The regulation stated that “no internal locks, latches, bolts or locking mechanisms” were to be installed in sanatoriums. “Spa or massage services may not be provided behind locked doors. Installation of CCTV cameras at entry points, receptions and common areas, excluding private rooms, is mandatory with a minimum record retention period of thirty days,” the order said.
The order was promulgated in view of reports that “some spa and massage centers operating in Jammu district” were allegedly being used for immoral activities, prostitution and other illegal activities.
“This poses a threat to public order and security,” he added.
He ordered employees to “carry identification during working hours.”
“No employee under the age of eighteen may be employed. All owners, managers and employees, including therapists, receptionists and support staff, must submit to a police background check,” the order states.
The owners and managers were invited to submit an affidavit in the form of an undertaking to the nearest police station within 10 days, confirming the fulfillment of all prescribed conditions.
The Jammu authorities have also fixed the timings of such salons from 8:00 AM to 9:00 PM “No female employee shall use the premises for living or overnight stay. Supply or consumption of alcohol or other intoxicating substances is prohibited on the premises. Mandatory production of valid identity proof will be ensured by all customers and a proper register containing their contact details will be maintained.”
The regulation made it mandatory to display notice boards in both English and Hindi. “It should contain the categories of beds for the male and female sections and information about the employees, including their designations and qualifications,” he added.
The Inspector General of Police, Jammu, was tasked with ensuring effective enforcement of the order. Subdivisional Magistrates and Tehsildars were also instructed to “conduct regular inspections of such establishments within their respective jurisdictions and submit compliance reports to the office of the District Magistrate”.
It said the order came into force with immediate effect and will remain in force for eight weeks from the date of issue unless it is withdrawn, amended or revoked sooner.
“The district administration has reiterated its commitment to maintain public order and ensure that all business operations operate strictly in accordance with the law,” the order said.
