
The Israeli Security Cabinet approved a plan proposed by Prime Minister Benjamin Netanyahu to “take control” of Gaza, his office said on Friday.
“IDF (Israeli defensive forces) will prepare to take control of the city of Gaza and at the same time distribute humanitarian assistance to the civilian population outside the combat zones,” the prime minister’s office said.
In an interview with the German Chancellor Friedrich Merz, however, Netanyahu said that “Israel’s goal is not to take over gaza, but to free Gaza from Hamas and allow the peace government to establish.”
What is the Netanyah plan?
The Office of the Israeli Prime Minister that the Security Cabinet has accepted five principles for closing the war:
1. Disarmament of Hamas
2. Return of all hostages – live and deceased
3. Demilitarization of the Gaza Gaza
4. Israeli safety control in the Gaza zone.
5. The establishment of an alternative civil administration that is neither Hamas nor a Palestinian authority.
The Prime Minister’s office further reported that the decisive majority of the ministers of the security cabinet believed that “the alternative plan presented by the security cabinet would not achieve Hamas’s defeat or the return of the hostage”.

Israeli Prime Minister Netanyahu explained that the aim of the proposals was not to occupy the territory of Gaza, but to remove Hamas and create a peaceful “alternative administration”.
He emphasized the need for permanent security presence and dismantling Hamas. “We will not occupy Gaza – we will free Gaza from Hamas,” he said.
“Gaza will be demilitarized and a peaceful civil administration will be established, which is not a Palestinian authority, not Hamas and not another terrorist organization,” Netanyahu said.
“This will help free our hostage and ensure that Gaza does not pose a threat to Israel in the future,” he added.
2. “Transfer of Public Affairs to Arab authorities”
The Israeli Prime Minister also said Fox News that this step is aimed at eliminating Hamas and eventually transferring administration to the Arab authorities.
“To ensure our safety, remove Hamas there, allow the population without Gaza and give it to civil administration,” Netanyahu said.
Netanyah’s plans come when negotiations on a ceasefire with Hamas have stopped in recent weeks. The American special envoy to the Middle East has previously expressed optimism about interviews, but progress has stopped since then.
